That decision was made by Brian Mulroney long before Trudeau showed up on the scene. John Turner argued exactly what you are saying back in the 80’s and he lost the argument- Canadians elected Mulroney.
Essentially, that deal went reasonably well until Trump turned up in 2016 at which point we find ourselves so intertwined with the pricks that it is hard to get out.
