I have been renting from a friend with cash to get a good deal, so my name isn't on the lease. And therefore I can't prove that I live here, so I've apparently lost residency requirements.
For the record - I am born and raised in Canada... but because I don't want to sign a lease and pay astronomical amounts for rent - I get to forfeit my residency.
So all-in-all, the 190$ really doesn't burden me financially, but I still had to pay it.
