Impossible to comply with and last I heard no licenses even applied for. The intent of the law is to protect Scottsdale tourists - from any physical pleasures. In Phoenix its still a civil violation but if ads have bad words like GFE its an automatic solicitation bust and mandatory 15 days minimum in jail - usually Sheriff Joe's Tent City and opportunity to be on the women's chain gang cleaning up highways etc.
There are almost no agencies any more since if work with more than just the individual independent (have a driver, phone helper etc) its a criminal enterprise felony with many years in prison.
