Josh Matlow who spearheaded the RentSafe TO repair laws in the City of Toronto in 2015 said that the city staff has the tools to carry out the work and then bill the owner of the building. If the owner doesn't pay, the City can put a lien on the building and if required, sell it at auction.
But like typical City of Toronto employees, they do nothing.

Easy.
Use the existing legislation to carry out the work and then bill the owner of the building. If they don't pay, then you put a lien on the property, and if the owners still don't pay, then you put the building up for auction.
