I'm in Windows XP in a 2004 desktop when all of a sudden the mouse stops working. I tried a lot of stuff to try to get it going again which, of course, included a re-boot.
Then it occurred to me that one time in the forgotten past I had this other problem and that just by going into safe mode, the problem mysteriously got resolved.
So I did that this last time and as soon as I tried the mouse in safe mode, it worked!! I went back into normal mode and the mouse has worked fine ever since.
I have no idea why this tactic should solve problems, but this is the second time going into safe mode has bailed me out. I told about this to two computer repairmen and they seemed puzzled also.
