Mayor Rob Ford marked World Press Freedom Day on Monday, highlighting the need to respect media freedoms and remember journalists killed on the job.

Ford spoke in the City Hall rotunda at a National Ethnic Press and Media Council of Canada reception.

“The day serves as a reminder of violations of press freedom that occur in countries around the world, where journalists, editors, publishers are harassed, detained, attacked and killed,” Ford said.

“The day is also an opportunity to join with media professionals worldwide to reaffirm the need to respect press freedom and remember those who have lost their lives while on the job.”

He received a certificate of appreciation from Thomas Saras, the council president, who told the gathering that 106 journalists were killed last year and more than 100 others were attacked, intimidated, arrested or wounded.

After Ford’s speech, reporters asked him about the event and other issues but he walked into an elevator without comment.

The code does put a lot of emphasis on the word "repeatedly", but sure, it can be one incident in the context of a larger situation or pattern of behavior.

Yes, one can be charged with criminal harassment for watching someone's dwelling house.

Nice try but you missed the most important part of the act. Criminal harassment is behavior "that causes that other person reasonably, in all the circumstances, to fear for their safety or the safety of anyone known to them." Watching someone's house is NOT criminal harassment unless it's done in a way that would reasonably cause people to fear for their safety. Wandering around and checking out a fence doesn't cut it, there's nothing even remotely threatening about that. At worst you might suspect the guy is planning a break-in, which while that would be criminal, would not rise to the level of making people fear for their safety.

Nothing in this situation even comes CLOSE to harassment--except perhaps Ford raising his fist. If he does that sort of thing repeatedly to Dale, then yes, Ford would be guilty of criminal harassment.

Someone I know has an 'historic' house in Cabbagetown with a plaque on the lawn. During the summer there will be public walks during which, a group of people will stand on the sidewalk while the guide tells them about the house and area.
At times it's a little creepy being inside the house during these walks, but I've never heard of anyone ever calling the cops or trying to lay charges.
