Reverse lookups are practically useless these days. The only numbers that you can find are for those that have a publicly listed land-line through Bell.
So no mobile or any other provider.
You'll probably have more luck googling the number. I often google calls from unknown 800 numbers and find a site with complaints of telemarketers... then I know which #s to block.

I've had pretty good success with the canada411 site for land lines.

Usually cell #s are untraceable in my experience. You'll only get the city and perhaps the provider's name but not the user's name/address.
I would imagine this is because there's no white pages for cell phone #s.
try this one http://www.trackapartner.com/ i typed in Cobsters phone number and found out exatly where he was right away. Doesnt give you the persons name but will tell you exactly where they are. Type in their number and you can see wherever they are. Very cool!
Many reverse searches will give you the cell phone carrier and the city. If I enter a cell number with a 416 area code it will come back and say number X is a cell phone on the Bell network located in Toronto, Ontario. The linking city with area code is easy, the only real item of interest is the cell provider's name.
I don't recommend using any of what they call themselves to be free reverse cell phone number lookup directory services on the internet because from my experience they are waste of money. Instead just use Google for free for any number to lookup and most likely you'll get all info associated with them on a website or social media networking site.
