The bylaw limit was instituted by Thorold about 10 years ago as a reaction to the numerous complaints generated from the old Front 52 strip club. The rest of the Niagara Region adopted it shortly thereafter.
The old New York, New York in Fort Erie that burnt down was on a grandfathered license. The Concord was bought to preserve another license. Once they are gone, the new limits apply.

Doll House is still available, just the bar or with the real estate.
