Firstly, LKD is absolutely correct. I've yet to find any good Chinese food in the downtown core. Either of the two Chinese neighborhoods have nothing to offer. Seldom is anyone willing to go up to Markham or Richmond Hill where you might be the only 'Round Eye' in the place therefore knowing that you hit the right spot.

Chinatown, go to Lee Garden
Lee Garden is simply ghastly. Awful, bland, forgettable Cantonese (I much prefer Szechuan) menu that makes you think you might as well have ordered from Ho Lee Chow. If you're stuck and have nowhere else to go, you might as well to 'King's Noodle' across the street but keep in mind that it is more of a cafeteria than a restaurant. A couple of complimentary dinners must have bought all those 'Toronto Life' plaques on the wall because the old adage clearly applies: In the country of the blind the One Eyed Man is King.

The best place I've been too is Hong Shing. on Dundas between University and Bay on the south side. Not much to look at, the food is great. Too bad Mr Pong's isn't around anymore!

One of my friends (who is originally from Nanjing, China) had suggested Bright Pearl restaurant in Chinatown for authentic Shanghai-style cuisine. From what I've read online, the restaurant had been closed down for 2 years (for reasons that aren't entirely clear), but has reopened under new management as Gold Diamond restaurant.

Things to look for:
1) Regional specialty, a good chinese restaurant will specilize in one region's cuisine and not a mish mash of different styles.
2) Menu items, if you see silly things like "chicken balls", "sweet 'n sour pork" and "spring rolls"... leave. This is westernized chinese food.
3) People, if it's not packed with mostly Chinese diners screaming at one another... leave. Chinese people get very loud when they're enjoying good food. LOL
You forgot a rule:
4) The customer service at an authentic place is usually either indifferent, abysmal and non-existent by western standards. LOL
