Having to use Juice as the beat is pretty biased to east coast style. Since I think G-Funk is the GOAT I'm going to list my 5 favs with the disclaimer that it is only in relation to the beat and who I think would rap to it best as per OP's request.

1.) 2pac
2.) Biggy
3.) Nas
4.) Redman
5.) Jay-Z

I noticed a lot of you named groups (Wu-Tang, EPMD, NWA, etc) and not individual rappers...

If I was going to list what I think:

1.) 2Pac, for being the greatest of all time
2.) Ice-T, for pioneering the gangsta' rap genre
3.) Dr. Dre, as a producer and rapper and for making the G-funk heard
4.) Biggy, for putting the east back on track
5.) Nas, because he's just so fucking ill

Groups:
1.) NWA, for putting gangsta rap on the map
2.) Wu-Tang Clan, also helped bring the east back up
3.) Geto Boys, for bringing the south up
4.) Above the Law, because without them there would be no G-Funk
5.) Mobb Deep, this was a tough one as others come to mind also

2) Eminem - '99 to '02
3) Tupac - eh, can't say.
4) Jay-Z - '96 to '03 - The Black Album being my favorite from him. Watch the Throne was pretty solid. Better than AG, BP3 and Kingdom Come.
