This is a screen capture from the pod race scene in Star Wars Episode I - The Phantom Menace, (1999):
The identity of the actor at lower left has prompted some debate on another board. This character appears for a few frames three times. I think it's an uncredited cameo by Mark (Luke Skywalker) Hamill, and other people claim that it's Warwick Davis,
(who is credited with three small roles in the film, but this character has no dialogue, and is never spoken to; he's just a spectator at the race). imdb.com does not list SWE1 -TPM in Hamill's filmography. There's no way of telling how tall he is from a head shot, and Davis' head is of normal size. What do you think?

When I saw the pic I immediately thought Warwick Davis.
It probably is neither and just some random guy.
