Yes, in some neighbourhoods police do use lady officers for this purpose but mostly in neighbourhoods where street prostitution is a problem such as Parkdale and the East End, Danforth.
I've never heard of it downtown so maybe these ladies were legit. I've seen some real lookers trying to make an extra buck in the College/Yonge area by the Gardens before but I stay away from street action just in case.
