Absolutely... Today, you will find more young people (so in SP's range), than before, who are able to speak English. But, you will definitively run to people who can't say a word of English.
Montreal, you will find areas where you will be surrounded by English only, but not in Quebec City.

Again, It has been said many times by many people. Something shady is going on with the Ottawa scene.It won't get fixed until it gets legalized, shady stuff happens in ''black markets'' .
