Fifa did'nt care about that when they awarded the World Cup to Qatar. What if Isreal qualifies? All they care about is the ridiculous amounts of money the country has and the ridiculous ways they propose to spend it. The summer temperatures soar to 45+ celcius which makes it unrealistic to hold sporting events (can you imagine the marathon guys?) so their spending billions for air conditioned stadium that they'll never use again.
America and England who lost out to Qatar's Fifa bid accused them of bribary to buy the games so don't be surprised if they pull the same with the olympic bid.
