It isn't 100% of Russian infantry and armour. It's a lot but you know they got some units along Finland, the Potato union, Poland [in Kaliningrad] and along the southern borders and facing China. A lot of their combat power, most of it, but not all of it. Just being pedantic and shallow like Lois Griffin's meatloaf.

Yes, they have infantry to back up the border troops on those borders. But they can't move it without leaving the borders completely unprotected. So I exaggerated a little, but for no practical difference.
