You're way better off going to Montreal and getting in touch with an agency there. Ottawa used to have a few great girls for PSE but now you'll have to TOFTT.
There are ZERO local agencies in Ottawa. Some cartel thing going on between the City and police to keep the spas open and agencies OUT.

I’m a bit confused by the above comments, as I know a number of providers who offer PSE services, including myself, but you’re folding in rough play, and that’s a different discussion altogether. So is submissive play. In my view, you can have a PSE session where the provider is dominant, and also one that is very sensual, without rough play. If you’re just looking for PSE services, I think that’s readily available in Ottawa.
One thing to consider is that once you start bringing in rough play and submissive roleplay, there are safety issues involved and boundaries that are harder to navigate in a transactional setting. I’m absolutely not surprised, though, that some agencies make these services more available, because safety and a provider’s boundaries will not be as top of mind; independent providers are freer to design their own limits.
I’m not suggesting rough play should be off the table, nor am I kink-shaming. Some people like this type of play and offer it, and that’s fine. Correct. Rough play is BDSM and fetish.

My suggestion would be to find some ladies you like and ask them directly (be precise in what you are looking for) and go from there.

First time I’ve ever seen hair pulling, choking being grouped in with PSE but perhaps the reason there is no one true definition (@April Dyson has a tremendous chart and it’s even colour coded!)
However for the uninformed, the talk of agencies which it appears there are in Montreal and Toronto. Does this just bring the Indy type set up into a spa like setting without the pretense of it just being a massage and then discussions once in the room? Genuinely curious

You can contact the provider before hand to double check what they offer but some providers at spas are chats in room only.
It really depends but I believe most Indy will answer everything before the session.
