Does the fact that a manual is available on the internet make a bombe made from it less dangerous? What is your point. That anyone can get the information? Doesn't the fact that it was obtained by someone who is a member of the Proud Boys, broke into the capital, broke windows etc make difference?

No my point was its a book nothing else was found he's not accused of making bombs he didn't have the materials to do so
