The logic is in the system to deal with transfers as they already do this for most of the transit authorities surrounding the TTC and with Go Transit co-fares. It's down to the TTC to agree their transfer policy and have Presto implement it.

In the same way, most of the surrounding authorities have the capability of a monthly pass. This will come to TTC, but there isn't much point until they have finished rolling out the card readers to all the subway stations, streetcars and buses.

Presto is fairly unique in the farecard world as it encompasses so many different transit authorities each with their own policies and fare structures. It then works out the best possible fare for your journey as you progress tapping your card. The existing systems could not cope with this at the time Presto was started.

I would think that TTC riders would need to tap their card every time they transfer between buses, streetcars ....
That's the way it currently works. IIRC there is a 2h window where they only charge you once. You only need a paper transfer if you are changing to a route that doesn't use presto yet.

When you report a lost card, the balance is frozen, and a new card is issued to you for the same $6 fee to obtain the first card.

In Brampton, transfers work for 2 hours from the start of your trip, rather than a single, 1 direction trip. You tap on at every transfer point, and the PRESTO reader displays the amount of time left on your trip allotment.
Yes, I am aware, however someone else said that the TTC does not want to implement a time transfer. It gets more difficult once you take into account the (common) delays riders face on the TTC. Tapping on each transfer point gets complicated as the system may not know if someone is stopping to shop or because of some sort of delay.

Here is an article from a week ago, basically explaining the same thing I said. It would be so much simpler to just allow the 2-hour transfer window like all the other surrounding cities, but the TTC claims it would cost them $20 million a year. That's why it's now such a pointlessly complicated and confusing mess that's still not working correctly after many months of trying.

... estimated that it would cost $20 million in annual revenue, as some passengers would take advantage of making stopovers en route or quick return trips on one fare.
