Undocumented here means they don't have papers that allow them to stay in America.

Taking into account the monumental incompetence of the American immigration service, other countries would be stupid to accept deportees without proof that they originally came from their country. The Americans appear as bumbling fools when it comes to immigration, and always have.

So a judge is likely to strike this down as administrative over-reach. Unless Orang Utan president gets Congressional approval. But given the narrow margin of power in the House, he probably cannot achieve this.
