While, I have not heard of Cogeco deploying traffic managers, (traffic managers limit the amount of bandwidth a specific protocol or service is allowed to use in an area), they may have some online.
Try and use either the uTorrent or the BitComet client. Once installed , configure the client to use encryption, (this is critical)
set your upstream limit to around 20KB/s max,
and chose a nonstandard port.
Many have reported that using port 1720 works well, as 1720 is a designated port for VOIP and will not be blocked. (Truth is, this is a bug in the traffic managers and will be fixed)
Make sure your firewall, both the software type, like Windows built-in firewall, and hardware types, like routers, are configured to pass UDP and TCP on the port you selected.
There are lot of theories about how to get around the traffic managers, but 99% of these are just guesses.
