Then he said it took 7-8 minutes for the paramedics are arrive and the police did nothing while this guy apparently had no pulse/dying. If this is all true... why didn't the police start first aid/cpr?
I agree, good question.

Another good question is why isn't someone who carries a tazer around with them not required to have an AED too, and training on how to use it?

The most likely thing that happens when you tazer someone is that they have a heart attack, and if an AED were readily available, it MIGHT help. (AED = Automated external defibrillator, these days they are licensed to be used by ANYONE, as the computer inside them only delivers a shock if it detects a heart beat pattern for which shock is indicated. About the size and price of a typical laptop computer).

Certainly CPR at a minimum would seem to be a REQUIREMENT. No-one carrying a tazer should lack CPR training, and part of the protocol should be to apply CPR if the tazer casualty goes into cardiac arrest (along with using the AED).

The cops supposedly lied on their report, they said they didnt taser him right away, which isnt true

Also the cops confiscated the video and didnt want to realease it at first but were forced to
do so when pressed.

All this doesnt look good on the cops

The mother's lawyer makes some very valid points/ observations:

http://www.ctv.ca/servlet/ArticleNews/story/CTVNews/20071114/airport_taser_071115/20071115?hub=TopStories

'Kosteckyj said his client doesn't understand why police apparently acted with such force. He said the four officers arrived on the scene and headed straight to the suspect without securing the scene, asking questions or getting background, or even moving a nearby witness -- steps he suggested could have resulted in a peaceful end to the confrontation.'

The readers feedback is also quite accurate:

'Customs and Immigration failed to observe basic decencies by failing to provide an interpreter and by failing to contact his mother. No one should ever be forced to endure 10 hours unable to communicate with officials. In a country as multi-cultural as Canada, this is an outrage.

Although the police obviously need to be investigated and disciplined for the needless use of the taser, the situation should never have reached this point.

Any investigation of this incident should not only include the police action, but also the lack of action on the part of Customs and Immigration.'

No matter where it happened this particular individual would probably still be in the morgue so I fail to see your point.

Sadly in some of the countires you mentioned, he could have died too {being in custody has become a risky affair}, but more likely he would have been arrested in most jurisdictions. However the police need more training here before using a Taser, especially with 4 on 1.

It did not appear he tried to attack them, hopefully some other video footage from the airport surfaces. This is a very disturbing incident and hopefully will not happen again, esp. in a secure area of an airport.

The thing that is most desterbing is the lack of audio before the Tazer is fired........

I remember seeing a clip recently of a TV news personality getting tazered as part of a segment to better understand what it feels like.

It appears there was a greater risk than he realized.

Airport security guys told the cops he did not speak English.
The cops should have brought in an interpreter so they could communicate with him to find out about his problem.
They chose to tazer him first, totally wrong approach.
