The two men were taking musical instruments into a building and one had a beer just outside the door of the premises. They were roughed up and arrested.

So then the question becomes what was her duty? (orders). Also, what were her options? Pepper spray is not to be used unless there is a threat to the officer. Unlawful use is criminal assault. Honestly, people like you seem to long for some authoritarian system where you can just get picked up and beaten by authorities with no recourse.
