That's cop for you. Wasting time on stupid things. And they wonder why so many people think they are a waste of government budgets and a waste of space. Tricking drivers with this panhandling thing is among the most absurd things I've seen. And most people wouldn't even know an anti-panhandling law even exists.

Although, was his ticket for supporting panhandling, or driving without a seatbelt (when he unbuckled it), or both? In that 2 second clip of showng his ticket, it said something about "seatbelt assembly"

Police ops like that are to nab cell phone users, seat belt infractions and the odd dummy that takes a sip of his beer at the lights. It has nothing to do with pan handling.

Ok so if it is so dangerous to give change to a pan-handler while at a stop and if it is illegal to solicit drivers, then weren't the cops not only breaking the law, (unlike the driver as it seems the law the quoted said nothing of drivers giving money to be illegal, and he was charged for unbuckling his belt, not for giving change) but also 'endagering' everyone... shouldn't the cop also be charged? I thought cops aren't supposed to break the law themselves during a 'sting' (more like a set-up...total entrapment imo) Isnt that like a cop actually becoming a drug dealer in order to take down a drug ring? I know I'm comparing a much greater offense but morality isn't might point, my point is about a cop breaking a law in order to see if someone else to break a law.

Meanwhile statistics state that there are as many as 10 active serial killers out there at any given time... nice waste of LE here. Those same cops could be working on (helping with) a sting to take out a human or underage (or both) trafficking ring. Even just patrolling a bad area to show a police presence would be more useful to citizens than this. Sigh...

Police patrols and doing the right type of enforcement tends to work hand in hand. Currently in the U.S., most "stop and frisk" police policies have come under heavy scrutiny for racial profiling.

Go with "I gave him money so he wouldn't trash my car."

This story also explains why there have been so many unusually well dressed panhandlers around lately.

Giving a ticket for a crime itself that would never have happened if not for the undercover program...that's complete and utter bullshit! It'd be different if the guy rolled up already without his seat belt on and drove away the same, but it sounds like this guy specifically removed him belt to hand out the money to the cop.
