Occasionally we all, exchange pm’s with other members of Terb. Sometimes it is to discuss personal subjects that we do not wish to make public. My question is: how secure is it? Can other Terb members or board executives have access to the content of said pm’s?

Fred, Fred!!! Let me handle this one.
First, out of the 90,000 members what makes you think that someone on here would pick yours out and want to read it. (well maybe now).
Saying that, I wouldn't put anything on this board on PM or anywhere else that I wouldn't want anyone else to know.

Ofcourse it can! If it's stored (here), it can be read (here). Obviously the number of people that can read PMs should be a small subset of the board membership but it's still possible... The board is only as secure as the software it's running and the database it's stored in. Infact, unless Fred keeps this server in his basement, there's a bunch of people with physical access to the server who can get the info off it. Not to mention (tape) backups etc...
If this is a concern, trade phone numbers with the person and discuss offline. Cell phone conversations are several orders of magnitude more secure than discussing stuff on a vbulletin website.
