Pitbull Attacks

I was talking to my neighbour and she told me she didnt want to tell me because she knows I dont like pitbulls
but she told me anyway that a couple months ago a pitfall got loose out of one of the neighbours houses
he ran over to my neighbour and started attacking her dog she hit the dog to get off her dog because she said he was going to kill her dog
and then the pitfall jumped up on her and tried biting her the owner of the pitbull ran over and grabbed the dog and carried it
the pitfall got loose again and ran back to attack dog n my neighbour AGAIN so this time the owner grabbed it again
took the dog home like nothing happened she called the SPCA THE DOG HAD NO COLLAR EITHER
the spca phone line was down all day but my question is can you call someone else if this dog gets loose again ?
shes seriously traumatized she said she cried for 3 hours and she thought her dog would be dead
she took dog to vet now she has a Rottweiler but its much friendlier than the pitbull
the spca did nothing my question is how can we report this dog everyone is petrified of this pitfall getting loose again
it clearly cant be trusted and he did bite n leave marks on both of them
she is a serious animal lover she didnt want the other dog to be put down
but I dont want this dog down the street I want to report it
if I would've known I would've found out how to get rid of that dog
she is always nervous now going outside it clearly fucked her up
and shes such a sweet person but she should make that owner pay her vet bills IMO and go after the owner
whwhat do you guys suggest or is it because it happened 2 months ago nothing can be done now?
I would've made sure that dog was gone I think thats why she didnt tell me ugh

If I were you I would check with TO Star to see if they need a police reporter...

what do the police have to do with this?I was going to report it to animal control
im sure if you were attacked by a pitfall and made it out alive you'd be reporting it too
