All foreign aid is socialism. It's the transfer of wealth from one country to another.
As to why I'm singling out Israel, two reasons. First, they receive a disproportionate amount of US aid, relative to their population. Second, the way Israel uses that aid creates massive blowback for US citizens.
This isn't food and medical aid, it's military aid and Israel also trades with the US in exchange. It's not charity and it's not socialism.
So? Aid is aid. It's free isn't it? This is billions of dollars worth of free bombs every year.
