I dont know about making reforms. First step in change is admitting what they have done in the past. Threats to Taiwan. The invasion and human rights violations of Tibet and Ughurs?(spelling sorry). Release and come clean about the Kidnapping 6yo boy and holding him and his family hostage all his life.
They might make it seem like things are changing for the better, maybe some, but thats more of trying to change their image, because they have the '08 Olympics and have to convince people of that and make it seem like everything is good, but its still all the same, you still hear about the same kind stories.
I find it funny how a while ago, China wanted so badly for Japan to appoligize for the war that happened years ago. But has China ever apoligized for the brutal things they have done to others? I dont think anyone even brought it up.
