Is the PPA wrong for denying him his car?

So the situation

A man from out of country bought a car in January. It is now spring. He gets pulls over and car is towed.

To get your car out of the PPA you need three things

1. Valid DL
2. Valid insurance
3. Valid registration

He has an out of country licence and it has been past the 30 day leeway you get for time to get a valid US license.

So he has two of the three. As he is the owner, he can allow any licensed driver to drive the car off the lot.

So he looks around the PPA office for someone who wants to drive his car off the lot.

Except they won’t let him. They say he will get it driven off the lot and then just get the car and drive. Which is probably true but do they have the right to police outside of the PPA?

So is the PPA wrong for denying him the release of the car? If he met the criteria to release the car, do they have the right to deny him because of what they suspect he may do off their lot?

He was an idiot for looking around the PPA office for someone to do it. Don't do things that'll rub rules in the face of people who can make your life difficult.
However, I don't think the PPA has the legal right to stop him from having another get his car released. If I were the PPA, I'd call the cops and tell them someone without a valid license is about to drive away from the lot.
Then they can nail him and impound the car again. Will get expensive real quick.

I should say it was one of the PPA staff members that gave him the idea and then when he went to another window, a different PPA lady stopped him and said no. From then it was just no from everyone.

But I agree. Call the police and let them do their job.

The guy who gave him the idea knew he didn't have a valid license, but was trying to help facilitate him getting back on the road? That guy should probably get a new job! lol
Lady has a conscious, but I don't think she's legally allowed to hold the car.

What was the car impounded for in the first place, what were the conditions of the impound and was it because his DL was considered expired since it was past the 30 day leeway period?
Does he not also need a release form from the PD to recover his vehicle as well?
A friend of mine had his car impounded for stunt driving when his son got caught at 165 KPH.
He coudn't get his car out till the court issued a release for the impound yard.

If he was smart, he should have just ordered a Tow truck and have it towed to the nearest parking lot out of sight of the PPA. That cost alone would be cheaper than another days worth of impound fees and there is nothing they can do about it since it’s his vehicle

I can’t remember the reason for the tow but I do know he saw a judge and everything was fine so he was allowed to get his car released.

If it was from the show with the same name as the thread, it was probably unpaid parking tickets. The whole show seems to be about parking tickets and the crews that drive around looking for the serial non-payers.

No. It was a police stop. I just can’t remember why they stopped him and I think it was his license that got him towed and that is why he went to court, saw a judge and got the release papers from there. Then he has to go to the PPA and get the physical release of the car.
