So the situation
A man from out of country bought a car in January. It is now spring. He gets pulls over and car is towed.
To get your car out of the PPA you need three things
1. Valid DL
2. Valid insurance
3. Valid registration
He has an out of country licence and it has been past the 30 day leeway you get for time to get a valid US license.
So he has two of the three. As he is the owner, he can allow any licensed driver to drive the car off the lot.
So he looks around the PPA office for someone who wants to drive his car off the lot.
Except they won’t let him. They say he will get it driven off the lot and then just get the car and drive. Which is probably true but do they have the right to police outside of the PPA?
So is the PPA wrong for denying him the release of the car? If he met the criteria to release the car, do they have the right to deny him because of what they suspect he may do off their lot?
