Ok I guess I might be of some help here.....
In Toronto before someone whether agency or individual can issue a ticket they have to have what is known as a "tag and tow licence" which is issued by the city of toronto. when they issue a ticket they also have to clearly indicate that licence number in the appropriate column on the ticket. now as far as I know York University uses those white tickets for parking infractions. An actual licensed officer has to issue the "yellow" city tickets.
The reason being that if issued a ticket you (the offender) must have the option and ability to due recourse (court).
So the answer to your question is simple....if the ticket is yellow pay it....if it is white call their office and politely tell them to take their ticket and go @%^ themselves!
But remember there is no statute of limitaions here in Canada (at least I don't think so) so they could wait until the fine is large enough to make it worth their while to take you to court.
I got this info from an actual Tag and Tow officer about three monthes ago. I had the same problem with york for a ticket i got there about 5yrs ago. I told them to stick it. Haven't heard from them since.
Oh and one more thing.....If they keep sending you letters you can ccall Canada Post and ask to have any mail from them removed. As for the collection agency thing....take a hint.....Do Not Speak To Them Under Any Circumstances!!!!!!!!! I have a really close friend who works over at Equifax, and she told me that before they can proceed with default action ie: court proceedings...they actually have to get some type of response from you.....she said the best way to deal with collection agencies is not to admit to anything...not your name, address, phone #...nothing. If they never speak to you the account gets forwarded back to the original creditor. The reason for this is they have no info to process a grivence with....only the original creditor has that. So just hang up on them. Don't answer their calls, msgs..nothing. They have very little recourse.
