It is almost impossible balance to achieve. On one hand you want to hire people who are resistant to the traumatic effects of the every day reality of the emergency services, on the other hand(especially in the case of police) you want to avoid hiring sociopaths who may be immune to the PTSD, but completely unsuitable for the interactions with the public. Still, that's a lot of cases and even more money. It looks like the hiring process needs and adjustment to weed out individuals with the fragile psychological profiles.
