This is what they said about smoking but after a (major) downturn, things picked up again.

But as they cracked down on smoking, now they're cracking down on drinking, just like I said they would.

Next thing on the agenda? Unhealthy foods such as steak, hamburger and other high choloesteral foods.

As for proving .05 causes impairment. ONE drink affects you. Now sometimes it affects you more than others but the thing they're trying to say (in my opinion) is now when you blow a warning, you lose your licence for more than 12 hrs because maybe there were so many people blowing warnings that the message to NOT drink and drive wasn't getting across.
