Upwork is probably your best bet for finding a freelance writer. It has a reputation as a website that connects quality freelancers with clients offering quality projects (unlike Craigslist, which is known for low pay for shitty projects)
The downside is that Upwork takes a 10-20% cut on the freelancers' profits. But I guess the website has to make money somehow

Some people will dismiss fiverr.com right out of hand but *I* have had excellent results from their freelancers.
Couple of things to keep in mind to get things done and to understand the process and pricing.
1. Nothing really is five bucks. But services are really great value. Some things are so inexpensive that you can afford to have more than a few gigs on the go on the same work. Then see which finished product you like best.
2. Know what you want written, have your raw materials and all relevant info all together in a single file ready to send out before you start contacting anyone.
3. Read up a bit on how fiverr works to get familiar. It really is simple.

As I said, I have had excellent results. Among other things, I have had some business correspondence edited and got god results.
