I believe he's reacting to US political figures saying that the US Canadian border is the biggest threat to US security since (insert past greatest threat).

An article in the globe today quoted a christian right republican as saying something like southern ontario (or possibly south toronto can't remember) is a breeding ground for islamic militants.

The militants are apparently not a threat to us just to them.
