Concordia on closing night is the best place in town for an Oktoberfest party...a good mix age wise and tonnes of people. You'd either need scalpers or line-up real early to get in on Saturday(which is closing)...or you MAY be able to walk up, buy a ticket at the door, and get in on Friday night around 11:30pm but it's a coin flip as to whether you'll get in that way.
I haven't been to Queensmount in a number of years but it always had a lot of university, college students and young locals.
