Good point. NYC LE is aware of all the agencies around but for the most part leave them alone unless they is some other reason to go after them.
 
Well, you read all that and it definately sounds like there is more to it than meets the eye. It sounds much larger than any other agency all travel arrangements made through them etc.. etc.. etc.. If given more time who knows maybe they could have been the future Mafia.
