Might it be because Laurentian U is having a bit of a melt down at the present time?
That's what it said in the article.

Having a medical school up north is important. I'm sure that the north is underserviced and this will probably help with some grads making connections and staying there (at least for some time). As it is, there's probably an inordinate amount of grads coming to the Big Smoke.
