If someone needs to be told to get out there and join a sports team or go to the library as you state to meet real women, likely they are so clueless already.
The trick is to realize that it is about learning to meet people, not women. And that is learnable, people who are not naturals at socializing can improve. Maybe they will never be Bill Clinton's, but they can improve.
Here is how, the real "trick":
Start socializing with everyone. Make a point to make small talk. See if you can make people laugh. Talk to just everyone. I am not talking about women, or pick ups. Anyone. Just keep at it.
Surprisingly, women are just people. If you get to where you can talk to just anyone and make them laugh, then you can be yourself and talk to women and make them laugh.
Once you are doing it all the time you will realize one day that without even planning it the person who just laughed at your joke is actually this hot girl. It will become natural.
Side benefit, you will make friends, get invited to more stuff, meet more people, some will be single women.
In short the "trick" is develop your ability to make small talk and be friendly with everyone. Women are just people, breaking the ice is just making ordinary small talk, except with a girl.
