Talk to your landlord. I heard on the radio this week driving into work that apartments must be kept at a minimum temperature (21C I think they said). You can call the city if it's below that and complain if you get no response from your landlord.

You can also get a good space heater from Canadian Tire or other hardware stores that are relatively inexpensive.

Apt suck, usually its hot as a Motha Farker during the winter. This cold snap has made my place almost bearable.
