Nobody forced them to. They elected Merkel, for multiple terms, and she threw the gates wide open.

What did the Germans think would happen when they took in a million refugees in 2015?

Merkel's decision to bring in as many as 1 million refugees was
not purely based on humanitarian consideration I believe. Germany
at the time was in anticipation of structural labor shortage in the near
future based on demographic projection. And that was the more likely
driving force behind Germany's refugee policy. What they didn't expect to
transpire was the pandemic followed by the Ukraine War. Germany brought
on itself escalation of cost of manufacturing through sanctions against
Russia. Rising energy cost in Europe is not going to stop anytime soon.
German manufacturing industry has already been driven to outsource
some of its businesses to North America. I suspect majority of those
refugees will more likely end up working menial jobs than meeting projected
skilled labor shortfall as Merkel envisioned.
