I was involved in design of the new Champlain bridge in Montreal.
I have an Ontario PEO licence.

I got a temporary permit with OIQ, Quebec's engineering regulator, after agreeing to pursue a more permanent license via OQLF certification of my ability to handle myself en francais.
Ended up with a permanent OIQ license contengient on getting OQLF certifiacation.

I can do ok in written french. not great, but passable.

My ability to wing outside of my technical realm it is not too great though.

The last OQLF test I failed was to write a professional letter as though I was a primary school teacher.
I had to write to the first generation immigant parents of one of my students suggesting they get their son tested because I suspected that the child had a learning difficulty.

IMO Quebec does really not want anyone to be professionally licensed in about 20 prefessions unless you are fluent by doing all of your preceeding education in the province.

So I can see where the event being discussed is a real world situation that happens likely often to non francophones in the land of PQ.

Once upon a time there were separatist hiding under every rock in Quebec. They have mostly died out from old age, the young people want opportunity and not to be trapped in a dead end only speaking French. There are many separatist in the government because they say they make laws to protect the French language only because that is what they think the voters want to hear. I once caught a 2.5 lb. trophy speckled trout in a Quebec provincial park, ( average trout was 1/4 to 1/3 lb. ) A Quebecois told me that it was a French fish for Quebecers. I told him that I will ask the fish if this is true.

Torontonians should erect a 3 ft. statue of Rene Levesque for sending all the head offices down the 401 into the GTA.
