Mayor Miller is wanting a wage freeze for NON - UNION workers in the city of Toronto. He says this will save the city 20 million over 2 years.

You can argue that the union is too protective of the incompetent but not that the base contract is unfair .... this arbitrator is a professional in fairness is he not ?
