I do think it was a cheap shot but unfortunately it was not illegal.
Shoulder to head hits are legal in the NHL.
The fact that the puck was released does not mean that it was a late hit.

Campbell and the NHL brass wanted to nail Cooke but there simply was not any rules violation to ding him with.
Numerous NHL staff reviewed every camera angle numerous times blown up in slow motion and they could not find anything illegal about the hit.
It was not an elbow, it was not late, and he didn't jump.
Next year blindside shoulder hits to the head will likely be illegal but right now they are not.
