Many of the homeless are angry and or mentaly ill. Many are selfish people that expect other and society to provide for them. During the pandemic, I would often see a guy go up to a line of cars at a red light and stick his face into the car to terrorize people for money. I had one guy come up to me and tell me that he was hungry and just got out of prison for tobbery and assault. The woman that got scared could have been terrorized or threatened by a homeless person.
