Have to agree with SC above. The employer already term'd the OP for suspicion of fraud so they clearly don't trust him. Asking for the old job back is counter-productive and there already was some animosity between him and the employer, which was evidence by the fact that they've been stalling on getting him the ROE. If there was animosity while the OP was working at the company, it will be even worse if somehow (again unlikely) he gets the old job back.Do NOT follow this ^ advice!
You can only make things worse. Talk to a lawyer. Do not try to handle it yourself.
I wouldn't worry about 'burning bridges' with the past employer either because the damage has already been done and they won't be giving you a good reference any ways. As long as he keeps in contact with people in the firm that will give a good reference, he should be fine. There are enough ways to keep in touch with old colleagues and managers so this should not be hard.
