Both platforms can have problems. Speaking from experience, the frequency of them occurring is higher on Windows.
Two people can buy the same product, one goes problem free and one has nothing but issues.

I've worked on PCs for years. There are two main reasons that people have issues. They have no clue what they are doing and randomly do things on it or they use cheap hardware. Time and time again I've seen people get the cheapest PC they can, fill it with components of brands you've never heard of and have issue after issue. That's not a windows issue, that's a shitty component issue but the finger almost always gets pointed at Microsoft. Almost without exception those who pay a little extra for some quality hardware have no issues.
Anyway, if I take your word for it on the problem frequency it still doesn't make the post by OTB any more useful.

I think its partly Microsoft's problem because they choose to build a business model with no quality controls for the ecosystem. As a result, the situation you described happens, a lot.

Video game consoles (there's other examples) share the same business model as Apple. There's curation with the ecosystem. Less things go wrong, most of the upkeep is automated, etc.

I don't know OTB's motive for his comment. I don't care what people use, unless they're running to me for support, then I'll tell them to get a Mac.

There are quality control implementations. You are warned by the OS that you're installing something not supported by MS (or words to that effect) but you have the option of bypassing them. It's has flaws to be sure, but it's all about freedom and being able to do what you like. One of the main reasons I abandoned the iphone and why I'll probably never own another apple product is because I don't like being told what I can or can't do with MY property.
If your blanket advice for your friends for every issue they have is buy a mac then you're a lousy friend. Advise on what to buy is a different story.

I understand the ideological opposition to curated experiences that some have. It's great there's an alternative.

But for most people, if they spent some time giving their next purchase some serious thought and not getting all wrapped up in non-issues, I think most of them would go for a Mac. Most people drive with automatic, instead of manual. Most people are game on consoles, not PC's. So, I think for most people, they're fine with such devices. For those who aren't, there's alternatives.
