I take it that you did not have to study for or write a test on knowledge of the Canadian constitution to get citizenship. New Brunswick is the only province that is officially bilingual as far as the constitution is concerned.
They did not ask that question.:)

I was mistakinghly under the impression that the French Language services act,
which is in force in both Hamilton and Toronto, was equivalent to bilingualism.

I suppose that if you use provincial "government offices located in or serving a designated area" that is true but I really don't think that is the same thing as saying the province is offically biligual. I don't know what proportion of the province those 25 designated areas make up, but it is not the same as saying the province is biligual, IMO: http://www.ofa.gov.on.ca/en/flsa.html. Even then, other government agencies in those areas don't have to be biligual.

There is/should be no need to speak french to be Prime Minister and there is even less need in Ontario as Premier. That whole french thing is just another example of the guilt that we allow them to lay on society in order to extract concessions.

No country of significance uses french and outside of our federal and provincial gov't suck-ups no-one here cares either.
Guilt? No, I think it's about respect for one of the founding cultures of this country. Kind of a conservative sort of thing. But you seem to have a thing about guilt. You're always bringing it up and attributing this and that action to it. And, of course, you also always write about how guilt won't motivate you to do any this or that. I'm beginning to think that at one time I would have paid you a couple hundred dollars an hour to hear you free associate. Jesus, what a family you must have come from!!! :p

Of course there is no need for the PM to speak French. Just as there is no need for the PM to speak English. Oh wait, the PM needs to get elected, right? No problem. I am sure Lancslad would vote for a PM that doesn't speak English because language isn't important at all.
