Yes he did. The USA 100% started it. They utterly refused to negotiate with Russia and with the British they blackmailed Zelensky into bailing on the peace agreement. Russia really had no other option. If they did not attack, Ukraine would have attacked Donbas, thousands of Russians would have been killed, millions of refugees would stream into Russia and Putin would have been deposed.
