No. Because the law is written in Japanese. It *WILL* apply if you live in Japan, married to a Japanese national, but not before. At that point, however, why live there? LOL
If you ever studied law for Japan, you should see some of their civil codes. Some laws are absolutely maniacal. There was one, which was recently repealed by the LDP (not the current DPJ), classifying a woman as "partially pregnant".
