Quebec is a great destination not because of any policy or politics. But because of our attitude towards sex. almost all SP i saw in the 10 years i was very active were born out of montreal. often in the poorer 3rd neighborhoods. i know i am from there. From 12-13 to 17 year old we pretty much all lived or experienced sex and more importantly never associated it with love... More like a fun sport to practice 
Toronto and the rest of Canada were much more 'prude'. In my 20's i spent 5 spring/summer in staff housing out west... It was clear that Quebec girl were by far the most popular....
