I don't believe that article said he stole $2 million from his charity. Anyways, those words are very manipulative even if they were based on some facts.
You are correct. He had to pay $2 million in fines for his misuse of the charity funds. (He let his campaign distribute the veterans donation money.) He did spend charity money in general on things like his own debts and the buying a picture of himself and so on, so depending on how you interpret stealing some people might still think it qualifies.
They are based on facts.
